class="wp-caption-text">Babahoyo river</p></div><p>After <strong>Christobal Ramos, of 25 years old, throw himself from a bus into the Babahoyo river,</strong> yesterday,  his brother Luis Ramos waited in the main door of the hospital Luis Vernaza, for news about the health conditions of Cristobal.</p><p>Luis narrated that after crossing the first Unidad Nacional bridge, <strong>Christobal stood up, ran to the door of the bus and throw himself, falling on the floor. class="readmore" title="Read more" href="http://www.ecuadortimes.net/2013/05/20/business-environment-in-ecuador-is-unsafe/">Read more</a>]]></description> <content:encoded><![CDATA[<p>According to the Country Risk indicator, analyzed by the rating agencies Fitch, Standard &amp; Poor&#8217;s, Moody&#8217;s and JP Morgan,<strong> the motivation of investors to fulfill businesses is determined by the ability of a State to meet its obligations and repay their loans.</strong></p><p>According to the study published this year by Coface, an international network that provides credit insurance services, <strong>Ecuador has C rating, which means that the country&#8217;s economic environment is very insecure and of high risk.</strong></p><p>Patrick Dykmans, senior consultant at PricewaterhouseCoopers (PwC) Business Advisors, says that <strong>the perception of insecurity directly affects loans and investments that could reach a country.</strong> &#8220;The rating reduces the universe of funders. class="wp-caption-text">La Catedral church</p></div><p>A family was expecting, surprised, the arrival of members of the police to the San Antonio de Padua Church, known as San Gregorio, located in the Citadel Urdesa, in the North of Guayaquil, because the thieves removed the brain of their car,  a Chevrolet Spark that was in the inner parking place.</p><p><strong>&#8220;Insecurity inside and outside the churches of Guayaquil is more frequent than you can imagine,&#8221; said Romulo Aguilar, pastor of the Cathedral.</strong></p><p>On the other hand, inhabitants of the citadel Guasmo Sur suggested that the surveillance should be strengthen,  outside of Las Lajas and La Dolorosa, churches within the cooperatives Causa Proletaria and El Pedregal, respectively, as there are those who prefer not to attend the mass to prevent the attacks from  anti-socials  on the exterior of the nearby temples.</p><p><strong>Meanwhile, Pedro Vera Santos, Concierge for twelve years in the Church of La Victoria, ensures that some people enter to take candle holders, vases, the alms and other ornaments of the Church.</strong></p><p>&#8220;The same person who goes to San Agustin Church also comes here. I think that they cover all the nearby churches,&#8221;says Vera, who expresses that they also place papers into the hole of the recipients of the alms.</p><p>&#8220;They box the paper, afterwards they drop a single coin to prove if it falls or not. class="wp-caption-text">407 university teachers could resign their office</p></div><p><strong>The new statutory provision for teachers who turn 70 years of age states that they must retire and leave their posts,</strong> affecting 407 teachers at the University of Guayaquil.</p><p>The 407 constitute 15% of all the main and auxiliary professors, whose age fluctuate between 70 years and more. This rule concerns teachers approaching that age, because 20% of the teachers are <strong>between 64 and 69 years old</strong>.</p><p>Following this event, t<strong>he Association of Professors of the University of Guayaquil (APUG), coincides with two points: they say that the provision is unconstitutional</strong> and, if implemented, would affect the academic work of the institution.</p><p><strong>Sergio Marzo, director of APUG, cited legal arguments on which the teachers are basing their claims</strong>: Articles 11 and 37 of the Constitution. The first provides for equal rights for all people and that no one may be discriminated against on any grounds, including age. The second guarantees the right of the elderly to be paid for work, depending on their capabilities.</p><p>At the discretion of APUG, that provision of mandatory retirement contradicts the articles of the Constitution for being a law (the Public Service or LOSEP), which is hierarchically inferior to the Constitution of the State. Other teachers consider that if the new rule is approved it would affect the quality of teaching.</p><p>Besides all this, they claim that the application of this rule, &#8220;<em><strong>will affect the University&#8217;s academic situation</strong></em>&#8221; because of the many affected. class="wp-caption-text">Dick Durbin and Orrin Hatch</p></div><p><strong>This week the U.S. Judicial Commission aims to approve the historical project of the immigration bill</strong> to strengthen border while at the same time offering a path to citizenship for millions of people, but the panel must first resolve remaining disputes.</p><p><strong>One of the disputes involves modifying a plan that seeks to provide immigrant visas to highly skilled employees</strong> who are wanted by the high-tech industry, but it faces opposition from the unions.</p><p><strong>This draft of the bill increases the availability for these visas, but includes restrictions intended to ensure that U.S. workers will have the first opportunity to work</strong>. Companies like Silicon Valley believe that these restrictions are an annoying pressure in order to soften them up.</p><p>The deciding vote would be in the hands of the <strong>Republican Senator Orrin Hatch</strong>, since he’s on the side of the high-tech industry, while the <strong>Senate Democrat, Dick Durbin</strong>, defends the position of labor.
