Accountability is still a monologue of the authority
Last year, 3,811 institutions that must compulsorily submit their accountability of 2014 met this requirement. This is considered an achievement of the Council of Citizen Participation and Social Control, considering that in 2010, only 70 institutions did.
This process began with the 2008 Constitution, and is regulated by the Organic Law of Citizen Participation. According to Tito Astudillo, one of the seven members of the governing body, the rendering of accounts are a meeting space for the authority and the citizens, to make an evaluation exercise.
In the early years, these events were held in hotels and convention centers, which meant spending. For Astudillo, this accountability promotes the idea of not only a representative “but participatory” democracy. But it was necessary for the Participation Council to issue a resolution urging the authorities to avoid high costs and to be austere.(I)
