06 is a New Mobile Phone Digit in Ecuador

If you are asked to type a phone number that begins with 069xxxxxx note that, from now on, you will be making a call to a mobile phone number in Ecuador.

According to the Ministry of Telecommunications,  the resolution adopted by the National Telecommunications Council of 12 November 2010 is in effect . The resolution authorizes the National Telecommunications Secretariat (Senatel) to add this new digit to the existing ones such as 08, 09. (FO)
