Candidates must wear medical masks and keep their distance during the election campaign
The only two forms of face-to-face activity during the electoral campaign, facing the 2021 elections, are walks and caravans. Candidates and citizens who participate in these days must use a surgical medical mask and maintain a distance of 2 meters between one person and another.
These measures are part of the Protocol for the prevention of covid-19 in the electoral campaign approved by the plenary session of the National Electoral Council ( CNE ), on the night of December 17, 2020.
This protocol is of mandatory application in the national territory, for CNE officials, candidates, affiliates, adherents, militants, sympathizers of political and social organizations; and, in general, citizenship.
According to the document, the only two forms of face-to-face activity during the campaign will be adopted throughout the country on a mandatory basis.
“The Municipal Governments will authorize the routes and will dictate the own guidelines of the urban organization. The CNE will issue the planning of caravans and walks in each jurisdiction ”.
For the application, the CNE will have the local municipal and provincial governments, the Armed Forces, the National Police and the provincial and cantonal COEs.
In each event, political organizations must have contingency supplies : 70% alcohol gel, surgical medical masks; they should also promote hand hygiene, before and after attending a hike or caravan.
What are the sanitary measures for hikes and caravans?
Three types of walks were approved. For 20 cantons over 100 000 voters, the walk comprises a maximum of 200 people, you can use a main vehicle for candidates with a maximum of 10 people.
For 147 cantons between 100,000 and 10,000 voters, the walks may include a maximum of 150 people. And for cantons with less than 10,000 voters, they may have a maximum of 100 people
In this case, the walk will be one-way, slow and continuous to avoid crowds. The delivery of promotional items between participants is prohibited. The messages made by the candidates must be made in motion.
As for the caravans , an open heavy vehicle will be located at the opening of the event, in it will be the main candidates. Vehicles may not stop during the tour.
The CNE also fixed three types of category for caravans. The 20 cantons with more than 100,000 voters may include a maximum of 50 vehicles; the principal – destined for candidates – must have a maximum of 10 people.
The 147 cantons between 100,000 and 10,000 voters will be able to make caravans with a maximum of 30 cars; cantons with less than 10,000 voters, a maximum of 20 vehicles.
Among the general guidelines, it was established that the simultaneity of two or more events in the same jurisdiction should be avoided in order to avoid confrontations, road collapse, and health insecurity.
