Atamaint was elected president of the CNE with a majority of three, including her vote. One year and seven months later, she leads an unreliable and unreliable institution. So much so, that the vocal Luis Verdesoto asked all her colleagues to step aside because she considered that “the situation of the CNE is that of an institution that is beginning to be a failed institution due to the inability to provide electoral transparency. The CNE is moving towards institutional suicide ”.

It was March 2020. The forceful appeal for the CNE to move away from the cliff, occurs at a time when the organization of the electoral process is underway in which the President of the Republic and the National Assembly will be elected .

There are many shadows about Atamaint’s leadership and most of them are three, since it must be said that although she presides over the CNE, she does not act alone: ​​Esthela Acero and José Cabrera are two other advisers who undermine the credibility of the electoral institution.

And as if that were not enough, Atamaint has the political support of Correísmo and its social Christian allies. In this case, bad companies are not the best.

His steps through politics
This seems to be another occasion in which politics short circuits with the coherence required in its exercise. For many years, since the dawn of the new century, Shiram Diana Atamaint Wamputsar began to show strong signs of her interest in joining public life.

In her resume it is highlighted that “she is recognized as an open, democratic and supportive person, and professionally for her high technical and human qualities”.

She was born and studied in Sucúa, athlete, standard-bearer, commercial engineer, first Shuar woman to be a member of the assembly and professor of the Parish Board Program of the Universidad Andina Simón Bolívar.

Last May she turned 47, thirteen years before she was elected deputy of Morona Santiago by Pachakutik , the Constituent came in 2008, left office and waited two years to return to Congress, already then-demonized National Assembly.

The short circuit is appreciated if it is remembered that as an assembly member he had criticism of the authoritarianism of the Rafael Correa government for the harshness with the former president attacking the indigenous movement, and in that his political movement, Pachakutik, has been a harsh contradictory of the Christian Social Party for represent the traditional oligarchic and neoliberal power groups, as he calls it; Pachakutik has been a militant leftist environmental group since the 1990s.

According to the resolution of the Electoral Dispute Tribunal (TCE), the suspension of that session was “an absolutely null administrative act”, before which the decision of the majority of the CNE put “due process and legal certainty at risk”.

According to the ruling of the TCE, in the recounting of votes, some candidates of the Christian Social Party began to lose votes considerably.

Electoral process

The judicial times are prolonged because the defense of Correa usually has arguments to win days: if not, he has not had access to all the documentation, he has caught covid.

Correa knows that if Diana Atamaint and her majority do not comply with the recommendation of the Comptroller’s Office, they may be dismissed. The lawyers, except the correístas, explain that the Comptroller has the power to do so.

Pablo Celi tells the CNE that his recommendations, from August 2019, to leave invalid signatures with which four political groups were registered, have not been followed. Among them, Fuerza Compromiso Social, by the sentenced for corruption Iván Espinel, who allowed correísmo to have a party for the 2019 sectionals.

The consequence of reviewing these signatures would be equivalent to these parties failing to comply with a requirement to have electoral registration and, therefore, they will not be able to participate in the lessons of 2021.

Atamaint considers that the Comptroller is interfering in the functions of the CNE, threatens to apply the law because, in his opinion, the country is in the electoral period and therefore, is the highest authority.

At a press conference on Tuesday 23, the CNE president said verbatim: “this is a clear interference with the electoral process, which will be analyzed in accordance with the provisions of the law. The CNE plenary session will know and resolve the actions to follow, based on technical and legal reports that the technical areas will send us. We will proceed according to our powers established in the Constitution. Once the start of the electoral process has been declared, our role as CNE is to protect the right to political participation. ”

When asked 4Pelagatos, if it is correct to say that the Comptroller does not interfere with the acts and powers of the CNE, but with three CNE officials who, in this case, would not be complying with the law ?, the constitutionalist Rafael Oyarte replied that “indeed. The only thing it is doing is sanctioning an administrative incorrectness (…) ”.

In her defense, Atamaint says Esthela Acero proposed him for the position, but she signed his appointment. On July 2, he will have to appear, along with Acero, before the Office of the Attorney General of the Nation to render his version in this regard.

Although it was surprising, Atamaint was also in favor of not recognizing the violated participation rights of the Yasunidos collective, which since 2013 is trying a popular consultation to protect 100 percent of the Amazon reserve. When she was in the transitory CNE , as vice president, she believed that it had to be done. (I)
