English will be obligatory from 2nd year in 2016

According to the Ministerial agreement number 041-14, the teaching of English is mandatory from the second year of basic general education until third year of high school, since the school year 2016-2017 for the andean region educational cycle and 2017-2018 for the coast cycle.
Students may use the three hours per week of clubs established in the ministerial agreement to learn English. In addition, public educational institutions shall incorporate teachers with a minimum rating of B2, according to the scale of the common European framework for languages reference, as well as appropriate pedagogic resources to guarantee the language learning.
Freddy Peñafiel, Deputy Minister of Education, explained yesterday that in addition to clubs, extracurricular activities by district will be included, such as languages or cultural activities, sports, artistic schools, Informatics, choirs and bands.
This provision, which applies to all public and private institutions, emerged after the Ministerial Agreement 041, published last March 11 in the Official Registry, which contains the curriculum that gives English five hours a week, but from the eighth year.
