Fernando Alvarado´s proposal of communication as a public service

The National Secretary of Communication, Fernando Alvarado, proposes to include in Section 384 of the current Constitution the communication as a public service.

 

It was in a debate on the two years of effectiveness of the law of Communication (LOC), where the official raised this “tiny amendment” to the Constitution.

 

Alvarado defended the change, which is part of the package of constitutional amendments pending in the Assembly, arguing that “communication and particularly the information are not only a business, communication is a right, a social good and a public service,” and the state should be “responsible for monitoring the proper provision (…) and promote its quality.”

 

For Rafael Cuesta, vice president of news of UNO channel and part of the panel discussion, the “tiny change” transforms the whole identity of this right. “To say that is not of public interest such thing or another is not a decision that must be taken by the authority, it is a decision that should be taken by the public,” he said.
