Of the Alvarado Espinel brothers, Carlos “Puntito”, is the only one who has an electoral political project underway: to be elected mayor of the Playas canton. His other two brothers, Vinicio and Fernando seem to be, on the other hand, more occupied in trying to get rid of the investigations that the Prosecutor has initiated against them and all the complaints that appear, almost daily, in which they talk about how They took advantage of their position of power, during the government of Rafael Correa, to leverage the businesses of their companies or to take personal advantage. It is known that Vinicio has dedicated himself to putting together his team of lawyers and thousands saw his picture when he left the country on the night of Monday, May 14. Fernando, for his part, has seen his name getting even more muddied during the last few days with the appearance of an internal audit of TC Televisión, which states that with money from that channel administered by the State, bodyguards, cars and even the purchase of personal hygiene items. Shortly before, a Comptroller’s report had been issued on irregular Saturday expenses and contracts, in which it is observed that almost 700,000 dollars were paid by his order for a “sabatina”in New York.
The truth is that both the assault on Carlos Alvarado and the photo of his older brother Vinicio at the airport, appear a few days after the prosecutor in charge, Paul Reina, Pérez announced, to the media, that he will initiate proceedings to investigate the family’s business.
The campaign of Carlos Alvarado has as its axis a plan to turn Playas into a great tourist destination and carries the word “Playéate” as a slogan. The Facebook page of the campaign is the best window to know the character. Dressed in sportswear brand and impeccably ironed, the candidate is presented as a successful executive, athletic and carefree that combines his image of carefree beach man with the right person to take the rustic and dusty town of General Villamil to development and to progress. The videos and photographs highlight his work as a publicist and shareholder of one of the most successful advertising agencies of the last 10 years: Percrea, a company in which his brother Vinicio and his mother, the former ambassador of the citizen revolution in Costa Rica, Daiysi Espinel. Percrea is in the sights of the Comptroller’s Office and the Office of the Prosecutor since he could not sign the juicy contracts he signed with Gama TV because Fernando Alvarado, brother and son of the shareholders, was the one who legally ran that channel.
Why does the younger brother of the Alvarado Espinel has set his sights on the mayor’s office of such a small population? Sources consulted by 4Pelagatos maintain that the Alvarado Espinel family has interests in some lands in the Engabao area that were part of the Merceditas estate that is in dispute between some comuneros promoted by the citizen revolution and the businessman Álvaro Noboa, who says that property its yours. In fact, in November 2017 the press registered the invasion of these lands, by workers of a Noboa company, who apparently tried to recover them for their employer. Five people were arrested after the invasion and Noboa said that on that farm he was making an immense livestock investment.
The sources consulted maintain that the interest around these lands was one of the reasons that led to the beating of Carlos Alvarado in Guayaquil. According to these versions, Luis de Guzmán (who is attributed the assault) a bodyguard who accompanied, in Guayaquil, Rafael Correa during his first years of government, is dedicated to the collection of debts. After the aggression, the sources say, there was also a history of some debts that Percrea did not want to pay De Guzmán, which would have produced friction between this debt collector and the Alvarado. The name of Carlos “Puntito” Alvarado had publicly sounded for the first time in June 2011 when El Universo newspaper revealed that it was in charge of the promotion of the famous Durán Fair, commissioned by the Chamber of Tourism of Guayas. The note said that that chamber had opted for the services of Percrea and its shareholder Carlos Alvarado because the executives of that chamber thought it was the best option, given the connections that company had with the Government
That someone beat wildly one of the brothers Alvarado Espinel without fear of bodyguards intervening or that they put a demand, is very symptomatic of what happens. Would this have happened while Correa was president and the Alvarados were untouchable? When a nephew of his was reported and captured in Costa Rica for reporting a case of sexual abuse, the Ecuadorian media, with perhaps one or two exceptions, did not dare to publish the news. In the newsrooms, journalists knew that an investigation into the businesses of the advertising agencies linked to the Alvarados had very little chance of being published.
The Alvarado, now in frank decadence, represent the core or heart of an insurmountable ethical conflict that was experienced during the correísmo. A conflict that consisted, and still is, that while the high officials of the Correa government knew and criticized privately the businesses that the brothers were making use of their political influence, they never said anything public or made the ethical decision to move away from power. Any more or less informed journalist had experiences with officials who complained about Vinicio or Fernando Alvarado in private, but never moved a finger to denounce them. The Correismo was full of officials who knew that between the Alvarado and Rafael Correa there was a very close relationship and that if they went against them they would be rejected by the great leader. The silence before this was a guarantee or the price to pay to continue in what they called the project.
Among the changes unthinkable until recently, which Ecuador is living in mid-2018, the fall of the Alvarado is one of exception. (I)
