The house, or at least the garage, begins to take shape. The entities of the Executive function order their vehicle park after the decree of austerity issued by President Lenin Moreno, in September last year. The 123 institutions of the public sector reported having, up to June of this year, 13,612 vehicles for official use.
The data is the first successful attempt to register the state parking lot. The last count, incomplete and flawed, dates from 2015. At that time, the National Service of Public Procurement (Sercop) made a sweep of automotive acquisitions that exploded in the government of former President Rafael Correa.
In that administration, more than 16,074 units were purchased for the entire state apparatus. Among municipalities, prefectures, public companies and other functions, more than 25,184 vehicles paid with public funds were registered.
Real Estate only managed to register the Executive’s files (ministries, secretariats, institutes and other entities) and obtained the 13,612 identified. Until 2015, as EXPRESO published on June 4 of this year, these entities had 11,239 vehicles for use by officials. In less than three years, the vehicle fleet grew by 2,373 units. 17.4%
The figures force the government of Lenin Moreno to take corrective measures. The decree of austerity, for example, provides for the auction of luxury units that are also part of the state’s assets. For this year, Inmobiliar plans to sell more than 75 high-end cars.
What are the institutions with the most vehicles? According to the compliance reports of Executive Decree 135, Petroamazonas is one of the entities with the most cars at its disposal. Until July 31, the entity had 1,268 vehicles.
Another entity with a considerable number of vehicles for officials is the Ministry of Health. Their report shows that, up to June of this year, he had 1,219 motorized units.
The Presidency of the Republic is also on the list. It has 114 vehicles but has not bought more cars during the Moreno government. In addition, he assures his report, at the moment the procedures are carried out so that the Service of Real Estate Management of the Public Sector realizes auctions. The entity has 24 luxury cars.
In the registry of less vehicles is, on the other hand, the Secretariat of Communication (Secom). According to his austerity report, there are 15 vehicles and a motorcycle. A single car is high-end.
All entities agree that no new car purchases have been made this year. Also in that the units are limited to the upper hierarchical level.
Real Estate considers high-end cars that exceed $ 35,000 and 2,600 cubic centimeters.
The austerity decree restricts vehicle inspections that cost more than 10 basic salaries.
Despite the obligation to publish compliance with austerity, few entities have complete data.
There are 221 high-end cars
President Lenin Moreno ordered the sale of high-end cars that public entities have. The Real Estate Management Service of the Public Sector (Real Estate) is in charge of complying with the order and, for this year, there is an auction plan for 75 vehicles. It is expected to obtain two million dollars from the process that has not yet ended.
The 75 are less than half of all the luxury cars that the Executive has. 60 institutions have, in total, 221 luxury vehicles. According to the official report, 65 of those units were foreign donations and not state purchases. (I)
