The State owes the State

Several public entities lease properties managed by real estate but add quotas without paying. In 2018, the amount reached $ 3.9 million.
It is one of the State’s entanglements. In their accounts payable, several public entities have as a creditor the Real Estate Management Service of the Public Sector (Real Estate). In other words, the State owes money to the State. The pending accounts for the lease of real estate reached 3.9 million dollars at the end of 2018.
In the income report for the premises, buildings or offices that Real Estate leases to public entities it is evident that the total collected in 2018 was 12.5 million dollars. Of this amount, 1.8 million dollars correspond to the payment of leases from institutions that are not part of the General State Budget.
In that list are public companies, state banks, among others.
The other 10.75 million dollars were canceled by entities that are part of the General Budget. There are ministries, secretariats, services and agencies.
Until February of this year, for example, the Vice President of the Republic paid for the lease of a building in the Historic Center of Quito. The infrastructure was returned in the middle of the government plan to cut spending.
What are the public entities that maintain accounts payable for leases to the State? Among the organizations that do not belong to the General State Budget are financial institutions such as the Central Bank, Biess, Banecuador and the Development Bank. There are also public companies such as the National Telecommunications Corporation (CNT), Correos del Ecuador, the National Electricity Corporation (CNEL) and Casa Para Todos. Among those mentioned, according to the December 2018 report of the Real Estate Finance Department, they added a debt of 1.85 million.
EXPRESS consulted the reasons for the delay but received few answers. CNT explained that it has regularized part of the payments. In December, the debt was over $ 96,600 (see box). Until yesterday, however, the value reported by the telecommunications company did not exceed $ 17,507.94.
The state company had leases by locals on government platforms and in a local of Latacunga.
CNEL, for its part, explained that it only maintains an account of $ 3,000, as of May of this year. In December 2018 it reached $ 145,000.

Seizures
Some 3.6 million dollars annually goes to the Public Sector Real Estate Management Service for the payment of security and basic services for real estate seized for crimes such as bribery, money laundering and drug trafficking. EXPRESO published, last week, a detail of expenses.
Leases
The State authorized that some public entities also lease goods from the private sector. These payments, a year, amounted to 14.5 million dollars without VAT. In total, there were 741 assets leased by entities throughout the country. The granting of permits was reduced after Lenín Moreno’s Austerity Decree.
Budget
Real Estate had, in 2018, a coded budget of 73.1 million dollars. At the end of the year, the entity spent $ 61 million with advances included. Of this amount, 47.3 million dollars were allocated to the current expenditure of the service.
