CNE implements new technology for 2014 sectional elections

The National Electoral Council (CNE) is getting technologically ready for the sectional elections of February 23, 2014, and performs various tests to determine the degree of acceptance in the voters.

A few days ago, the Minister Juan Pablo Pozo reported from Cuenca, that the electronic voting system, which will be applied in Azuay next year, will be auditable because voters will go to the polls, will register its biometric fingerprint, will vote, will push the print button and then print a ballot to deposit in the ballot box.

News for the next process are involved with the implementation of a technology platform that will integrate fifteen modules in the Electoral Administration Integrated System (EMIS).

Of the fifteen modules designed to automate the entire process, only three have been released so far:

  • The management operation before elections
  • The official count through the scanning of records, allowing to automate the reading of the records
  • Managing of this information to deliver the official results.

The management of candidate module, national and foreign voter registration administration, member management of polling stations, monitoring, logistics, promotion and electoral expenditure control, management of electoral observations, electoral training, and post-electoral management are yet to be delivered.

The vice president of the CNE, Paul Salazar, said the delivery of all modules should be done until later this year.
