The State Prosecutor General’s Office filed charges against Pamela M. and Laura T. for illicit association, bribery and influence peddling and on the afternoon of this Sunday, May 5, 2019, the Court issued a preventive detention order against the two ex-employees of the Presidency of the Republic, in Quito.

This newspaper corroborated that the two were advisers to the Presidency in the regime of Rafael Correa. Pamela M. was advisor 1 of the “presidential office”, in Carondelet, for a salary of USD 5 009 per month. Laura T. also appears in the history of the official payroll as advisors 5 and 4, of the “Undersecretary General of the Presidential Office”, also in the years of the so-called ‘citizen revolution, with a salary that exceeded USD 2,700.

Their names are included in the case for alleged illegal contributions to the campaign of the political movement of Correa, between 2013 and 2014. The investigation began from a report published by the website Mil Hojas, which mentions that a former functionary from the previous Government of Rafael Correa received in 2014 a recipe report ‘Green rice’.

This document would detail economic contributions that multinational companies, such as Odebrecht, made to the Alianza País movement from November 2013 to February 2014 for the Correa campaign.

For the case, Pamela M. was arrested at an airport early on Saturday, May 4, 2019, when she was trying to leave the country, a day after it was broadcast in the report that she would have been the recipient of the report called ‘Arroz recipe’ green’.

The hearing for the formulation of positions was held from 11:30 this May 5 on the first floor of the Flagrancias Unit, located at the corner of Avenida Patria and 9 de Octubre, centronorte de Quito. The diligence lasted more than three hours.

The prosecutor handling this case, Ruth Amoroso, did not give statements at the end of the proceeding. Neither the lawyer of Laura T., Luis Muñoz. One of Pamela M.’s lawyers, Gustavo García, said that the criminal guarantee judge, David Lasso, did not fulfill his role of guaranteeing due process.

“He had to take care that the necessary protocols and procedures are complied with so that due process is observed, which is a constitutional right”. According to the lawyer, “only a series of stories was made, supposed elements of conviction, but there is no causal link, nor has it been possible to determine what happened”.

García said that, during the hearing, certain e-mails were read, whose origin will only be known in the instruction fiscal. “How did you get them? Not only must present advance evidence at this time, but proof legally evacuated because if it is contaminated or obtained with the violation of a right, it has no importance or sustenance of any accusation … “. According to the lawyer, amounts were also mentioned in the hearing.

“I can not give the estimate. They talked about USD 13,000, 12,000, 17,000. ” Now, added García, the important thing is to know the origin. Other precautionary measures that were issued against the suspects is the prohibition of disposing of property.

They will be detained for 90 days while the fiscal instruction lasts. On the other hand, “the appeal will be made, if appropriate, at the appropriate time and with the approval of the detainee,” Garcia said.
