During the meeting, which continued the previous one suspended in April of 2012, and where it was defined that this law would be voted article by article, pro-government Maria Augusta Calle requested a change to the voting mechanism so that it is divided into seven packages. In addition, there were last minute changes, which the Assembly members knew about five minutes before voting, in articles 23 paragraph 4, about the right to rectification, and in article 44 about labor rights.
Inside the Plenary, the Assembly members of the opposition, showed their dissatisfaction by gagging their mouths as a sign of rejection to the approved law and displayed banners with legends against the conformation of the Regulation Council, the media lynching and the Superintendency of communication.
