Comptroller analyzes possible responsibilities of Education officials for lack of execution of a plan to eradicate sexual crimes

The National Plan to eradicate sexual crimes within the education system was not implemented in the country. This previous conclusion is included in the draft report prepared by the General Comptroller of the State.
There ading of the document was completed on the afternoon of this Wednesday,November 21, 2018 and was attended by several officials called by this case.The possible implicated would be ex-ministers, undersecretaries and director sof the State Portfolio, who were in the period between January 1, 2013 and June30, 2018, time in which the analysis was made.
There port was called Special Examination to the funds allocated and used by theMinistry of Education for the execution of the studies, plans, projects,programs and campaigns related to the Comprehensive National Plan to eradicate sexual crimes in the Educational System, its administration and liquidation in the Ministry of Education and related entities.
One ofthe main observations was the lack of management for the approval of this National Plan. It is added that the budget was not processed nor were the guidelines prepared for its execution in the Ministry of Finance and in the National Secretariat for Planning and Development (Senplades), respectively.
For the control entity, the omission of this Plan resulted in an increase in cases of sexual abuse and violence in the education system. As of June 27, 2018, 1 837cases of this type were registered.
I trepresents 315% more when compared to the number of cases reported as of December 20, 2017, with 582. The data was delivered by the Undersecretary of Innovation of the Ministry of the branch to the Comptroller’s Office.
In theentity’s draft report, other relevant figures are also detailed. In the district meetings of resolution of conflicts they were reported that of 372filed complaints, 244 cases were resolved. Of these, 243 ended in dismissal for abuse, harassment and rape and one was found innocent. Additionally, 51 were not admitted, among other things, due to the lack of documents and 77 still to be resolved.
The draft report also details that in 2013 the design of the National Plan was proposed and an amount of USD 39 200 was executed, which has not been justified. The reason: there is no final product, that is, the program did not materialize. After reading the report, the officials linked to this case will have five working days to present their exculpatory evidence. The entity can establish responsibilities to those involved for not justifying the use of this amount and the lack of execution of the Plan. (I)
