In the country there are 602 qualified health teams that will use this tool technically appropriate to the national reality. Mobility in physical spaces is growing thanks to existing regulations.

The Council for Equality of Disabilities (Conadis) and the Ministry of Public Health (MSP) presented on Monday December 3 the new Manual of qualifications ofdisabilities in the country. The objective of this new document is to guarantee a better quality of life for this sector of the population and to be catalogedin an appropriate manner.

“The manual we were using was Spanish. Now we have an Ecuadorian tool that willallow an integral qualification of the disability in the country, “said Xavier Torres, president of the Conadis. The official said that this will allow a medical, psychological and social evaluation.

In addition, the compilation and analysis of specialty certificates, complementary exams, psychological medical evidence of the sequels, organic limitations that each presents. The launch of the new medical assessment instrument was carried out in the Carondelet Palace (Quito).

In this regard, the President, Lenin Moreno, reiterated his commitment to this vulnerable sector of the country. “The work is done in benefit of the rights of people with disabilities, which should never be considered a gift,but it is mandatory for the State to provide adequate conditions to have an excellent quality of life.”

The President emphasized that society regains its dignity when it makes all people visible, regardless of their condition, ability, color or ethnicity. “Now we can qualify them properly because the law grants them special benefits. The idea is that today ‘Las Manuelas’ travel all over the country to communicate to them that they have these rights that perhaps they did not know them.”

Economic accessibility

There are 451,931 people in the country who suffer some type of disability, according to Conadis. Of these, 250,000 are assisted in the programs implemented by the Ministry of Economic and Social Inclusion (MIES).

However,Berenice Cordero, head of the MIES, indicated that the country’s great challenge is to ensure that people with disabilities – of productive age -achieve an economic inclusion that generates income and that these allow them to reach their autonomy in adulthood. “This year, the challenge is to discuss inclusive employment. Autonomy is achieved with own income. That is the goal we have set ourselves and we hope to achieve it little by little,”she said.

According to data from the Conadis, around 65,804 people with some level of disability work in the country; while 1,665 students are part of the fiscal education system between basic and baccalaureate education.

On Monday, December 3, as part of the commemoration of the International Day of People with Disabilities, a space called “Inclusive City” was recreated in the north of Quito, which showed the accessibility that must exist so that everyone can mobilize with comfort. “Something that should not be missing is the warmth to attend”, said Carlos Gualavisí, father of afamily, who attended the event.

UN seeks to empower the group for its integration

The Organization of the United Nations (UN) this year promotes the slogan”Empower people with disabilities and ensure their integration and equality.”

The idea points to the need to empower the priority attention group to ensure asustainable, inclusive development, and in this way comply with the 2030 Agenda for Sustainable Development.

According to the UN, it is necessary that governments, people with disabilities,associations that represent them, academic institutions and the private sector work as a team to achieve the Sustainable Development Goals (SDGs). (I)
