Digital book exposes Ecuador’s goals to 2030
The Public Media collected in a digital tool the analyzes, debates and proposals of experts to solve the problems of the country in a medium term.
A compendium of the possible solutions to the concerns on issues of employment, education, social security, democracy, among other problems, is presented in the digital book Ecuador to the future. The agreement is now! The material contains a summary of the debates transmitted in EcuadorTV from June 3 to 12, with the analysis of 30 invited specialists and 4 young activists, with a view to building a better Ecuador by 2030.
The great challenges facing education is the first issue that analyzes the digital tool.
Rosalía Arteaga, former president of Ecuador, argues that in the last decade “absurd measures” were taken that affected the quality of education; for example, the unified general baccalaureate.
She urged to take up and deepen in subjects such as History and English, which, considered, were left aside. As a reflection it was pointed out that it is important to establish local agreements to develop a practical, tangible and short-term educational reform, with the aim of delineating and defining the Education Plan 2020-2030.
To do this, they will work on an education with a focus on human rights and the timely preparation of teaching staff in institutions, as well as in the Ministry of Education.
In another point, experts agree that the Ecuadorian economy needs to be inserted into the world market through three elements: competitiveness, innovation and employment generation.
They argue that this would be possible if the national economy were to move from the flexibility of procedures and requirements of private companies to the fight against smuggling. Xavier Rosero, technical manager of Fedexpor, indicates that one of the main challenges of the country is to recover the productive and export competitiveness, that among its goals is the massive generation of new sources of employment.
In the area of Social Security, the proposals focus on strengthening health care and reducing referrals to private medical institutions and bureaucratic and administrative staff of the IESS.
Rodrigo Gómez de la Torre, representative of the businessmen, says that it is necessary that the Reserve and Unemployment Funds no longer be delivered monthly and that they be saved before to capitalize on Social Security.
While in Innovation and Employment, the analysis focused on labor reforms and incentives to generate employment in the private sector; job stability and adopt measures for the growth of adequate work.
In this regard, labor lawyer Miguel Puente argues that a more competitive country would affect the proper growth of the economy. “To think that a labor reform generates employment is a mistake”.
Democracy and institutional reform were analyzed among experts and suggest a change of scheme, “so that the power of the day” does not use all the institutionality of the State, “recommended César Montaño, rector of the Simón Bolívar Andean University.
Among the proposals is to reform the Constitution on the issue of the Citizen Participation Council, so that a real control can be established and punish those who break the law or commit acts of corruption in a timely manner. In terms of security, the issue of prisons is dealt with and it is pointed out that the system is not effective.
“The prison in Ecuador has a face of poverty. We can propose a rehabilitation center and not human bodegas, “reflected María Paz Jervis, professor. The digital book, which weighs 15.8 Mb, can be downloaded for free from the website of the Public Media of Ecuador.
