Draft Law to create security agencies

The report of the first debate on the draft of the Code of Public Safety Institutions have been released, and it proposes a structural change of the Police force along with two new safety agencies: the Civil Research Service of Breach and the Public Protection Service.

In the case of the police, its members will have a more academic training and will be ranked as police directives (from lieutenant to general) and technical-operational (from technical to warrant officer).

The text also states:

• that transfers and residence of police personnel are established according to the city or county where they have their homes.
• as main functions, the criminal investigations and organized crime, under the legal direction of the Prosecutor’s Office.
• that members of the Civil Research Service of Breach, possess third level degree of detective, delivered by a higher education institution.
• that the Public Protection Service functions will include the safety and security of the President and Vice President, of the first and second authorities of the State, of representatives of other countries and their closest family members as well as providing protection to the headquarters of the facilities of the branches of government.

Interior Minister Jose Serrano said there will be ten ranks as a detective. The major one will be Commissioner of Research and the lowest will be Detective One.
