Reducing unemployment rates is the central objective of the Work Plan of Daniel Noboa, president-elect. The document, which has 76 pages, details some of his actions in this area.

Protecting dollarization, decent wages and agriculture are some of the axes of Daniel Noboa’s Work Plan.
These are five axes of Daniel Noboa’s Work Plan:
1. Reduction of unemployment. Invest in strategic sectors, such as agriculture, tourism, renewable energy and technology; improvements in vocational education and training; creation of small and medium-sized businesses; infrastructure development to generate employment.
2. Protection of dollarization. At this point we will focus on effective financial management; increase in international reserves; promotion of investment that is linked to job creation; control of inflation and increase in productivity. This is expected to promote stability and economic growth in Ecuador.
3. Agriculture, livestock and fishing. Creation of the comprehensive program called ‘National Seed Plan’, in which an analysis of commercial demand will be carried out; modernization of agricultural crops and irrigation assistance programs; strengthen the fishing chain, i.e. infrastructure, storage, processing, etc.; training for the livestock sector, technical assistance and research and innovation.
4. Decent wages. Update of the minimum wage to improve people’s living conditions; promotion of collective bargaining for workers; investment in education and training of workers; creation of quality jobs with decent wages.
5. Tax incentives and the fight against tax havens. Focusing of tax incentives aimed at strategic sectors; transparency in the granting of tax incentives; strengthening international cooperation; imposition of sanctions for those who use tax havens to evade taxes.
