The ex-secretary of Communication, Fernando Alvarado, prosecuted for embezzlement, got rid of the electronic surveillance device, fled and is wanted by Interpol
Fernando Alvarado Espinel, former Secretary of Communication and since yesterday qualified as a fugitive from justice, has the blue Interpol alert and is wanted in 192 countries, as announced by the Minister of the Interior, María Paula Romo. “As soon as the preventive detention order is received, it will be included in the list of the most wanted in the country,” she said.
The civil servant asked the administration of justice, both judges and prosecutors, to act with greater rigor and apply the strongest measures. “There are a number of officials from the previous government who are not willing to explain justice. It was already the case of the former president Rafael Correa who had a measure to appear before the authorities and failed to comply and this is a new case.”
Device did not issue an alert
The shackle worn by Fernando Alvarado on his ankle was found dumped in a ravine on Simón Bolívar Avenue, in Quito. Paúl Granda, Minister of Justice, Human Rights and Cults, reported that electronic surveillance devices should generate an alarm in case of any violation. “The corresponding expertise will be performed to know what was done so that it did not issue the alert.”
The leak was discovered by a message that reached the information system of the ECU-911 and from that action was taken. “I have arranged the restructuring of the total rehabilitation area. I have requested the resignation of the vice minister (Liliana Guzmán) and the assistant secretary,” said.
The last hours with shackles
Eleana Pacheco, an official of the Ministry of Justice, reported the route that marks the shackle since Friday as captured by the device: On October 19, at 07:00 was at home. At 07:58 he appeared at the Provincial Court of Guayas.
At 08:48 he arrived at his house and at 09:38 he left.
At 1:30 PM he arrives at Quevedo (Los Ríos) and continues the trip to Quito where he arrives at 7:20 p.m. From there it is mobilized by the Ruta Viva until 22:21. On October 20, at 11:00 he was in the cable car sector and at 13:45 on Orellana Avenue.
The device registers that at 14:12 it arrived at Quicentro Shopping. From there, 2:45 pm circulated around the ring of the Cyclist and stopped at Avenida Simón Bolívar at 2:57.
The device was found before midnight in a ravine.
Prohibition of leaving the country
Andrés Michelena, secretary of Communication, indicated that after Alvarado’s flight, he will ask the courts to consider two measures. One is the prohibition of alienation of the assets of the Alvarado family. The other, that the departure of the country from the high and middle officials of the Rafael Correa regime, who are in investigation processes in the Comptroller’s Office and the Prosecutor’s Office, is prohibited.
“The plot of the political persecuted is dropped. The criminals flee. ” Granda pointed out that there are 31 ex-employees of higher hierarchical level who have cases in the Office of the Prosecutor.
