“The bull has to be taken by the horns, Polit undresses Chiriboga ,” this is the name of the investigative report conducted by the focusecuador.net website on Justice in Ecuador since Galo Chiriboga is the Attorney General.

It begins with the question: in whose hands is criminal justice? The Attorney General´s office structure, its role focused on directing and promoting by its own initiative or upon request from pre-trial investigation and criminal proceedings, according to the Integral Criminal Code and other laws.

Every year, the Attoney´s Office receives approximately 300,000 crime news (complaints), which are raffled and assigned to a tax agent to start a criminal investigation.

According to the latest victimization survey conducted by the INEC in 2011, 17 out of 100 people over the age of 16 were victims of a crime.

According to studies, people do not file a complaint for several reasons, among the most important: 29.9% because they do not trust in justice, and 18.54% because they do not trust in the police.

On officials, their selection and the procurement of public works, is also questioned.

A report of the State Comptroller on recruitment processes conducted between the State Attorney and the Judicial Council, revealed serious irregularities. Four competitions to fill vacancies nationwide were altered and had flaws.

People who do not even have a degree, or their profession is not related to the work they perform were appointed to senior management positions.
