Private medical centers in Guayaquil register the highest state debt

There are 14 clinics and 7 Dialysis units in Guayaquil that are owed $ 126 million from the Ecuadorian Institute of Social Security (IESS); and $ 46 million from the Ministry of Public Health (MSP).
This was detailed yesterday by the National Association of Clinics and Private Hospitals of Ecuador (Achpe), which said that in this city most of the state debt is concentrated.
Ana Delgado, Executive Director of Achpe, said that the State has a total debt of $223 million with 40 of the 46 hospitals, clinics and private hemodialy siscenters that make up this association. This debt comes from 2011, from previous administrations.
He added that $ 162.7 million corresponds to the care of patients referred by the IESS, equivalent to 73% of the total; while $ 54.5 million, or 24%, for referrals from the MSP and $ 6.4 million, 3%, is due to the service with pending payments of the Public Service for Payment of Traffic Accidents(Sppat).
Yesterday,representatives of the 46 members had their annual meeting to analyze this crisis facing clinics and hospitals to the state debt.
The Ministry of Public Health reported last Wednesday in a statement that it disbursed Achpe an amount of $ 36,182,172.
Raúl Alcívar, president of the Achpe, explained that they have received payments from the MSP and the IESS. “We are not denying that no payments are received, the debt we have registered is $ 54.5 million from the Ministry. We are also emphasizing the pending values to be audited (which are not recognized by the MSP), “explained Alcívar.
He added that they are looking for measures of dialogue with President Lenin Moreno to solve the crisis, “we cannot extend this situation, it requires agility because they are accumulating,” explained Alcívar, who is one of the representatives of the Alcívar Clinic in Guayaquil.
Delgado,executive director of Achpe, said that this situation leads to non-compliance with the payment of suppliers, purchase of supplies, medical devices, medicines and payment to professionals. Achpe expects to meet with Moreno next week.
IESS debt
Authorities of the Achpe indicated that the cities with the highest debt are Guayaquil;Quito with $ 152 million; Manta, in Manabí, with $ 3.6 million; and Cuenca with$ 3.4 million.
Debt with Hospital
In this week President Lenin Moreno ordered that $ 10 million be granted to the León Becerra Hospital. (I)
