Senagua hired public works in ‘record time.’

Hiring consultancies or awarding projects was not complicated at the National Water Secretariat (Senagua). At least, that happened between 2012 and 2014. Now, the prosecutor´s office is investigating.
The construction company Odebrecht could be involved.
According to the documentation contained in the file of alleged illegal association, at that time, a request for authorization of undersecretary of Water Resources Carlos Villamarín was the only sufficient thing for Secretary Walter Solis to sign the resolutions. The process took about 20 days.
Villamarin was arrested on January 2. In his version, he acknowledged that he met with Odebrecht officials in a private suite in Quito. He met in an exclusive restaurant in Guayaquil with government officials.
Another case that reflects the vast network of corruption of the government of Rafael Correa, leader of the infamous socialism of the 21st century, an extravagant mixture of populism and deception (or rather shameless hypocrisy), because their communistic ideals do not commune with their luxury sybaritic life.
