The Dredging Service of the National Navy will have 720 days to remove 4.5 million cubic meters of sediment in the area of the island of El Palmar.
A dredger from the Netherlands for the removal of 4.5 million cubic meters of the adjacent area of the islet of El Palmar, in a period of two years, is the offer made yesterday by the Dragas Service (Serdra) of the Navy to the Prefecture of Guayas.
The sectional government formalized the award of the contract for the dredging of the Guayas River through the figure of special regime, which allows direct contracting.
Nicanor Moscoso, director of Dragas of the Prefecture, explained that at the beginning of the year, the National Navy sent a statement in which he suggested a special regime to take charge of the work. “We went to them after the last tender was declared void – the previous month – because the last three bidders failed in technical aspects and formalities in the documentation.”
For the works, approximately 11 kilometers of pipelines will be used to transport the silt to 300 hectares located in the sectors El Tejar, Isabel Ana and Caracoles, near Peñón del Río, in Durán. A system of cells will be implemented to distribute the sediments.
The value awarded in the contract is $ 58,814,502. 15% of the amount corresponds to an advance payment that the Prefecture will give thanks to a loan from the State Bank. “The counterpart, approximately $ 49,800,000, will be granted by the Navy Dredging Service. The financing is 12 years, with two years of grace and an interest rate of 6.98%, “explained Alfredo Escobar, Public Procurement Coordinator of the provincial government.
For his part, Carlos Ruales, director of Serdra, reported that Waterstone Capital is the financier that will provide funds for the removal of the settlement with the machine that will be purchased from the Dutch company IHC, which will arrive in the country in three months. It is stipulated that the duration of the tasks is two years and 10 days.

In 2012, the National Competency Council, through Resolution 005-CNC 2012, delegated to four provinces the competence to dredge the rivers and, among them, was Guayas. After a year the project to dredge El Palmar was presented.
