They order preventive detention against Walter Solís

The National Judge Luis Enríquez, presided over the former National Secretary of Water, Walter Solís, and four others for the alleged crime of embezzlement.
The precautionary measures requested by the Prosecutor’s Office were accepted by the Judge who ordered preventive detention, seizure of movable and immovable property and the immobilization of the bank accounts of all the defendants.
The crime would have arisen in the time in which Solis fulfilled the functions of National Water Secretary. In that period (2013), as explained by the prosecution, Senagua officials, private attorneys and judges, harmed the State by USD 2 218 880.
Solís had requested the Ministry of Finance USD 8 million to pay obligation for a Mediation Act between the former CRM (Manabí Water Management Regulatory Corporation) and the Ondeo Degremont company.
This company of French origin maintained differences since 1998 with the State for the unilateral termination of a contract for the construction of drinking water pumps.
This litigation was resolved in 2007 through a mediation document that ordered the payment of USD 8.1 million in favor of Ondeo-Degremont.
However, Baca assured that the money was not used to cancel the company, but Senagua used USD 2.4 million to pay professional fees of attorneys who acted in the litigation and the rest was returned to Bail Bonds (approximately USD. million 600 thousand).
In total the General Prosecutor of the State, presented more than 20 elements of conviction to charge the defendants. (I)
