The National Electoral Council (CNE) reported that between June 7 and Sunday, August 20, 2023, election day, these people may register at the link:

Registration must be done through any smartphone, computer or tablet that has an Internet connection.
To do so, they must have their identity card, passport or consular ID (current or expired) on hand.
The decision to go to telematic voting for all constituencies abroad was made due to the tightness of the electoral calendar. With the reduced times for the elections after the death cross, the CNE reported that it would not be able to distribute the electoral packages on time.
