The latest designations go against time. The Transitional Citizen Participation Council has about 75 days left to finish electing 27 officials from the state control agencies who were dismissed or were about to finish their duties when the evaluation process began.

Although the work of the body that is chaired by Julio César Trujillo ends legally on May 14, when they are relieved by the new councilors to be elected by popular vote, on March 24, the transitional council has set itself the goal of ending the appointments the first week of April, explained the counselor Pablo Dávila, after a meeting with President Lenín Moreno in the middle of this month.

For now, tomorrow they take a big weight off. The full Council of Participation will know and decide on the report of the Qualifying Commission to elect the new Constitutional Court (CC), which is vacant since August 2018. This contest lasted just over three months and although the commissioners had the intention to finish it in December 2018, it became impossible.

Another debt that was pending is the conformation of the Council of the Judicature (CJ), which materialized last Wednesday, in the middle of the controversy especially for the questions that arose against the list sent by the National Court of Justice (CNJ), the one that left the president of the organization, María del Carmen Maldonado.

From now on, the picture is not simple either. The Council still needs to appoint the State’s Attorney General from among 13 candidates who passed the review of requirements and inabilities. This is only the first stage of a process that could last three months, which would damage the plans to end the competitions at the beginning of April.

Even more so if we take into account the internal differences that the Commission has had for the selection of this authority, in which the coordinator Mentor Sánchez was dismissed, who was accused by the four remaining commissioners of disclosing confidential information about the process through social networks. . His replacement was chosen last Wednesday.

Of this type of contest, with several applicants that must overcome the revision of requirements and inabilities, the merits and opposition and the citizen’s challenge still subtract six from the Council of Citizen Participation of transition.

There are also the designations that come from the lists sent by the Executive Function, which have not been exempt from setbacks and threaten to delay the offered restructuring of the State, after 10 years of responding to a single trend.

On Thursday, for example, the request of the Presidency of the Republic was known to extend the deadline for delivery of the shortlist for Superintendent of Territorial Organization. The list had to arrive on January 18, but a day before the extension request was made. “Within the deadline,” said Secretary of Participation, Darwin Seraquive.

Trujillo and the full Council agreed to the request. The president of the organization had planned to give eight days for the delivery of the short list, but the request was for 15 days. “Are we within the deadlines?” He consulted and said yes, it does not affect the appointment schedule.

What has been chosen until today? In addition to the Council of the Judiciary and the Constitutional Court, which will be resolved tomorrow, the Council of Participation appointed Attorney General of the State; Superintendent of Popular and Solidarity Economy; superintendent of Market Power Control and principal members of the National Electoral Council (CNE).

A contest that will not be held is that of the general comptroller of the State. Both the Participation Council and President Moreno agree that this body will be transformed into a Court of Accounts. This change would be achieved through a popular consultation, which would have the road paved with the designation of the new Constitutional Court that should qualify the constitutionality of the proposal.
