Zoning and Land Use Law would be ready in three weeks

The Alianza PAIS political movement is discussing the draft Zoning and Land Use Law. The proposal would be submitted in three weeks, according to Octavio Villacreses, member of the Special Committee on Autonomous Governments, Decentralization, Competences and Territorial Organization of the National Assembly.

The Law describes important aspects of the captital gain of the land, said Villacreses. “The land has become a commodity to be used for speculation”, he added. The draft law is expected to control this speculation. “If the municipality invests in works it should also benefit from its utility and capital gain”, he concluded.

Henry Cucalón, Assemblyman from PSC, criticized that the Commission has not met to discuss this issue since the European Union presented a diagnosis of the current situation of land use in March“. This government wants to manage the GAD (Autonomous Decentralized Governments). That interferes with their political, administrative and financial autonomy”, said Cucalón.
