22 former presidents have a life pension

The life annuity role of former presidents of September of this year registers 22 beneficiaries. Ten for the exercise as heads of state and twelve as vice presidents.

Among the former presidents who appear on the list of the Office of Human Talent Management of the Presidency, only three finished their duties in the period for which they were elected: Rodrigo Borja, Rafael Correa and Sixto Durán Ballén (who is represented by his widow, Josefina Villalobos). They receive $ 4,226.25 monthly.

The amounts change depending on the amount that is set for the acting presidents and vice-presidents.

This is due to the fact that, according to the Organic Law of the Public Service (Losep), the monthly life pension is equivalent to 75% of the current remuneration and those former presidents who have been elected “constitutionally by popular vote and (who) are have taken office. ” The rule accepts “those whose mandate is revoked.”

The Losep states that those vice-presidents who must assume functions as head of state and who conclude the period for which they were elected will be entitled to the president’s pension. This is the case of Osvaldo Hurtado, Gustavo Noboa and Alfredo Palacio.

In the role of payments of the Presidency, Abdalá Bucaram Ortiz (represented by Rosa Pulley), Jamil Mahuad (by Paola Mahuad) and Lucio Gutiérrez also appear as beneficiaries of one hundred percent of the pension, even though none of them ended their term.

Fabián Alarcón, who did not win in elections, but was appointed by Congress to replace Bucaram, receives $ 3,200.

One of the former presidents who asked not to be cited “for being such a sensitive issue” pointed out that beyond the ideological differences, the life pension “is a recognition and a right of all those who have exercised power.”

Miguel García, president of the Federation of Public Servants, agrees that beyond the particular cases, the current legal system must be complied with.

In the list that the Office of Human Talent dispatches periodically are also the ex-vice presidents, who receive each month $ 4,057.5 if they fulfilled the periods for which they were elected.

In that group of twelve beneficiaries are Blasco Peñaherrera, Luis Parodi, Jorge Zavala Baquerizo (represented by Carolina Egas), Jorge Glas and Lenín Moreno. The latter receives his full pension as former vice president and, at the same time, his remuneration as agent, which is currently $ 5,635.

Rosalía Arteaga and Alberto Dahik (represented by Violeta Garzozi) also have a full board, although none of them finished their term. For León Roldós, Alejandro Serrano, Eduardo Peña, Pedro Pinto and Pedro Aguayo a payment of $ 2,400 is recorded.

In case of absence or death, family members can be beneficiaries.

Budget

In the budget of the Presidency of the Republic, life annuity payments of former presidents are projected, amounting almost one million dollars per year. Only in September the total was $ 81,638.75.

Bills

In the Assembly rest several initiatives that establish new parameters for life annuities of former presidents, since at present does not contemplate or details the legal situation in which they leave power. (I)
