The country shows changes in Human Rights

Professor Elizabeth Garcia urged President Lenin Moreno to continue promoting policies of effective exercise of human rights. That is the opinion of Elizabeth García, university professor and human rights expert. And he explains it in this way: the repeal of Decree 16 and its subsequent reform (Decree 739) that regulated social organizations were well received by civil society. In those days, those resolutions produced he points out the dissolution of two NGOs and others were threatened. To replace them, Moreno promulgated Decree 193, which was seen as favorable, but which raises doubts, for example, in some grounds on the dissolution of organizations. On the other hand, at this time, the regime shows greater respect for independence in the institutions of the judicial system, which did not happen, he added, in the previous administration, where they became a mechanism of persecution.

For the professor, the results in these months are evident and demonstrate independence in justice. However, he is concerned about the non-criminalization of human rights defenders. Although amnesties have been granted, the Presidency must explain how the dialogue with some indigenous organizations will be handled on issues such as mining.

Some were prosecuted in the previous regime. Another example, he says, is the improvement of freedom of expression, through the elimination of citizen links. Another achievement was the creation of the Law to Prevent and Eradicate Violence against Women. That legislation was necessary because in the country each year there are about 130 femicides.

Dialogue with the Police On May 12, 2017, President Lenin Moreno had a meeting with the National Police, with the objective of dialogue for a better efficiency to the repression of crime and respect for human rights.
