Moreno asks yes in popular consultation for a “more solid democracy”

Posted On 23 Jan 2018

Ecuadornews:

The president of Ecuador, Lenin Moreno, asked for the “yes” to the citizenship of his country in the popular consultation that will take place on February 4, claiming that this will strengthen Ecuadorian democracy.

“We are a few days away from the popular consultation. I want to reiterate the request that, please, read and know the questions. They are designed so that, if approved, we can build a better country together, have more employment, more security for our children and more well-being for the whole family, “Moreno said in his usual Monday citizenship report.

The president has raised seven questions to the citizens, whom he called today to “reflect deeply” because a majority vote in favor of his proposals paves the way to move towards a country with a more solid democracy. “Each of the questions has a reason to be,” argued the Ecuadorian president, who for many analysts goes to the town in search of legitimacy against the attacks of his predecessor, Rafael Correa, on which he has departed from the known left project as a citizen revolution.

The strong political and personal bid between both has derived in the division a few days ago of the official movement Alianza País, which governs Ecuador since 2007. Among the thorniest issues that appear in the consultation, and that divides both groups, is an amendment to prohibit re-election indefinitely approved by his predecessor Correa and the controversial Capital Gains Law.

“We are against the speculation of the soil, but in favor of the reactivation of the construction. The law has not affected the speculation of prices, on the contrary, it has sunk the construction sector, generating many job losses and hitting the patrimony of families, “he said about the Law. Moreno also wants to reform the so-called Council for Citizen Participation and Social Control (CPCCS), a public management control body that, over time, has become part of the lobbying apparatus of the opposition against Corismo, according to its detractors.

“We believe in a role of participation and transparency, that gives them the peace of mind that they will control their resources and good public management. That is why we believe that the CPCCS must be chosen with rigorous requirements. A Council that is not friends of the president or relatives of the assembly members, “he stressed in that regard.

Less controversial have provoked the questions in favor of the fight against the sexual aggressors to minors, whose crimes will not prescribe if the citizenship gives the Yes to Moreno, or against corruption.

“We think that those officials, who have been sentenced for corruption offenses, cannot return to political life. And that the companies that are corrupt and corrupting, can never return to contract with the State, “the president explained on the first of those two questions.

Without the favor of the National Assembly, where its support is currently reduced to about 45 legislators out of a total of 137  Moreno’s leadership will face on February 4 a crucial test that will determine the course of the legislature and the political stability in the country. (I)
