Army takes up case on promotions
General Jorge Pena, recently appointed commander of the Army, on a breakfast with representatives of the media, revealed that the resolution adopted by the Supreme Council of Generals and Admirals of the Armed Forces, in the sense of not positively qualifying the promotion of three colonels to next rank of generals, has been carried out with the appropriate procedure, and therefore, there is nothing abnormal and have less internal doubts.

Pena said that, surely, at the “Ministry of Defense they are doing the administrative process for promotion, but after that I have to clarify that this process has to come here, to the Army, and we have to analyze and appoint corresponding internal institutional procedures. ”
The colonels who appealed their promotion are: Nicolas Gortaire Padovani, Jose Luis Castillo and Oswaldo Moreno.
The decision to accept the appeal derived, without official recognition, in the output of the then-General Commander of the Army, Marco Vera, who, at the ceremony of transfer of command, was categorical in expressing the disagreement of the General Council for the promotion of the three colonels.
