Bills provides information to the quota of subsidized fuel database

The billing on purchase of fuel to citizens, which entered into force since last August by the Service of Internal Rents (SRI), has two key objectives, besides the tributary.
The first is identifying points of fuel diversion (commercial traceability system) and the second, to give input to the Agency for the regulation and Control of Hydrocarbons (ARCH), to create a database of citizens consumption behavior.
This is technically used for designing the system of fuel quotas, which would be implemented by 2015. According to José Luis Cortázar, Director of the ARCH, said that currently billing is made through the number of identity card and, since December, by the of vehicle plate number.
The plan of quotas allocation is about a number of subsidized fuel can be consumed, and if this is exceeded, the international price must be paid.
