Comptroller detects more irregularities in Yachay

Pablo Celi revealed more problems in the public company, such as delays in the execution of works, the non-collection of fines, overpayments, among others. Prior to the meeting that the comptroller Pablo Celi had with the members of the Economic Forum, the official offered data on the special tests he does to Yachay.

The official said that the leading entity initiated a total of 14 exams, 10 for the public company Yachay and the rest to the university called Yachay Tech. Celi even visited the place located in Urcuquí (Imbabura).

Previously, the Government reported irregularities in the study center as unfinished or poorly made works, and there was never an announced investment of $ 3,000 million to install an electric car factory. Celi revealed that two exams have already been completed. In the case of Yachay Tech, there were undue payments related to travel expenses, the same occurs in the hiring of personnel and laboratories.

The biggest irregularities were detected in Yachay EP. “The examination showed a set of irregularities such as delays in the execution of works, contractual processes that did not follow the rules, the non-collection of fines for non-compliance of contractors, overpayments, unjustified leases of premises and even the non-implementation of products received by consultancies, “explained the official. He clarified that the examination still does not establish sanctions.

Examination of the Secom 

The controller also reported on a special examination of the citizen links that former President Rafael Correa carried out and which are known as “sabatinas”. Celi confirmed the existence of an investigation with indications of criminal responsibility that was already sent to the Prosecutor’s Office.

“This has to do with unjustified hiring, with products not received in the proper way and even with falsifications of documents”. As the document is already in the Office of the Prosecutor, Celi preferred not to mention the name of the former employees involved or the circumstances of the irregularities.

But he warned that this is just one of the checks made to the Secretariat of Communication (Secom). Last week, a report was leaked by the Financial Analysis Unit (UAF) that detected anomalies in the patrimonies of the brothers Fernando and Vinicio Alvarado.
