A total of $ 88 million in glosses, 60 requests for dismissal and 9 reports with indications of criminal responsibility are part of the results thrown as part of the emerging control plan made to the Ecuadorian Social Security Institute (IESS).
The first revelations were announced this Thursday by the surrogate controller, Pablo Celi, at a press conference held in the auditorium of the organization, with the presence of a group of observers.
The emerging plan includes 44 audits, of which 19 have already been approved and 25 are in execution, “he explained.
Among the findings, in general, several irregularities were noted -such as overpricing, contracts without technical or legal support or lack of studies- in the construction, inspection and equipment of the hospitals of Los Ceibos, Machala, San Francisco Sur and La Mariscal, as well as the processes that were registered in the Technical Secretary of Contracting and the Subdirección of Public Purchases of the Bank of the IESS.
The results were read by Carlos Riofrío, one of the heads of the audit teams.
In the case of funds from Occupational Risks, Individual Health, Pensions and Rural Social Security, the Comptroller General determined that “despite the recommendation issued … to establish the amount of debt held by the State. ., this has not yet been fulfilled. “
Regarding actuarial studies, the Comptroller General insisted that adequate calculation methodologies were not applied, which caused the actuarial deficit of the Disability, Old-Age and Death Fund to be underestimated “by at least $ 124,000 million”. The projection of this amount is planned until 2053. In the case of the Health Fund, the projected deficit would be $ 14,000 million.
