Discounts made to IESS employees went to PAIS

Ad raft report from the Comptroller’s Office to the Ecuadorian Social Security Institute (IESS) determined discounts of $ 378,932.27 to 533 workers of that entity. According to the document, PAIS received $ 135,303.40.
The rest was allocated to the Citizen Revolution Committee (CRC) Generation alChange. This last organization -says the draft report- did not have accounts,therefore the funds were allocated to six officials who had positions as Provincial Director of Pichincha, driver of Thus, also, of the total amount, the Comptroller’s Office estimates that $ 15,613.20was deducted from the employees, but was not transferred to any specific account.
The control body carried out the examination of the recruitment,selection, hiring and appointment of personnel and compensation of the IESS from January 1, 2013 to May 31, 2018.

The discounts -considers- the Comptroller’s Office- were made to the administrative and medical personnel of the entity. Of the 533 officials who had the discounts, the Comptroller requested information from 120, but some of them did not provide the documentation of the authorizations granted for those debits,which were made under the heading of “other with holdings”.
In response to the request for information, the National Director of Financial Management of the IESS explained that the resources were allocated to assistance to changes of guard in the Plaza Grande, cultural events, amongot hers.
Espinosa and Generational Change
In the social networks, the CRC Generational Change organization does not have an official account. However, people like Richard Espinosa, former president of the Board of Directors of the IESS, appear in several publications.
For example, on August 9, 2016 the account @machalaoro published: “Thanks to all the militancy Generational Change El Oro for its massive presence with comrade Richard Espinosa”. Next to the publication there are three images, in one of them Espinosa wears a blue vest with the logo of the organization.
On November 21, 2017, the Comptroller’s Office approved the dismissal of Espinosa from IESS. At that time, Comptroller Pablo Celi explained that the penalty had to do with the elimination of the accounting entry in the financial statement sof Social Security, where a debt of the State with the IESS was considered for$ 2,527.8 million until September 2016.
This newspaper tried to communicate with Richard Espinosa, but no response was obtained. A reaction was also sought from the ex-secretary of PAIS, Doris Soliz, but she did not respond either.
Lleguerly Espinel created Generational Change in Bolívar, in 2013, and was Secretary of Political Action of that organization. But, that same year he decided to leave.He said that in 2016, Espinosa formed the new Generational Change, “on one side of the ideology and made it an institutional institution of the IESS”.
Until May 9, 2013, the president of the Board of Directors of the IESS was Ramiro González, then Richard Espinosa was until December of 2017. In his replacement,Jaime Garzón Rivas advisor was admitted (December 13, 2017 until February 22,2018). ) and finally Manolo Rodas (from February 22 to August 30, 2018).
