Ecuadornews:

Edmundo Moncayo, director of the National Service for Attention to Deprived of Liberty, assured that the controls fail because there is no adequate infrastructure or technology. “I would like to say that the infrastructure is in an optimal state, but it is the opposite.

The technology that exists for the controls is obsolete and has to be rehabilitated, “said Edmundo Moncayo about the prisons of Ecuador. The national secretary of Attention to Private Persons of Liberty and Adolescent Offenders mentioned that manual revisions have been strengthened and in parallel they work on composing what does not work.

The members of the Armed Forces continue to check with their hands and hand scan all the people who enter the prisons. The morning of yesterday there were two deceased in the pavilion of medium security of the Center of Deprivation of Regional Freedom Zone 8.

The military reviewed the patrols and until the vehicle of Legal Medicine, in which the corpses are transferred until the laboratory of Criminology and Sciences Forensic Prosecutor Errol Elizalde indicated that the two people killed with knives were brothers Jorge Luis and Santiago Daniel Domínguez Quilca.

Both sentenced for murders in the province of Santo Domingo de Los Tsáchilas. The official indicated that he could not advance criteria about the motives of the double crime or if it was a retaliation of the previous deaths inside the penitentiary precincts.

What he did report is that four prisoners are the suspects of this latest crime. From January 1 to yesterday, June 17, in the rehabilitation centers of the country there were 19 violent deaths of lawbreakers. Of that number, 11 occurred in May 16, the date on which the Government declared a state of emergency in the prison system.

In addition all those cases were in two prisons located in Guayaquil. On May 19 there were two murders in the Penitenciaría del Litoral and on the 30th of the same month, six more were committed. Among the deceased was the brother of the leader of a criminal gang known as “Gorras”.

Then, on June 11, in the maximum security area of the Regional Center, they shot, beheaded and burned alias “El Cubano”, another ally of the same individual. Violence and overcrowding Edmundo Moncayo pointed out that the readjustment and construction of new social rehabilitation centers is being considered, since there is a general overcrowding of 40%, but in certain prisons there is more than 130% of overcrowding.

Before this he said that people deprived of freedom will be relocated. “The idea is to build two new centers. We think one can be in the province of El Oro – because the overcrowding in Machala is 100% – and another may be in the eastern region, in Loja or Imbabura. ”

Guides ask to return The former prison guides insist on their request to return to their jobs. Yesterday, a group of 60 people protested on the outskirts of the National Service of Attention to Private Persons of Liberty. The exagents met with Víctor Acosta, advisor to the director Edmundo Moncayo, who told them that the situation should be analyzed legally.

Álex Gavilanes, on behalf of the former workers, pointed out that the previous administration of Ernesto Pazmiño on June 3 undertook to analyze his resumes. They believe that their experience and preparation of up to two years in the penitentiary system will allow them to mitigate prison problems.

Given the need to have prison guides, Moncayo said that a career is required both to train directors and to teach rehabilitation, care and safety management. “It’s a step that needs to be done well and fast. There must be a good process of training and selection. As well as training of those who are inside the system, “he said. (I)
