Seven changes in constitutional amendments

Two transitional provisions for reelection and workers, as well as the elimination of the amendment to the Ombudsman, these are the changes found in the draft report for the second and final debate on the amendments.

“The reading of the draft report will take about two and a half hours. Then, we will proceed to the debate, in which each Assembly member will have 10 minutes to argue,” said Fausto Cayambe, a member of the Commission on Amendments and legislator of Alianza Pais.

The ‘map’ of these changes includes new texts on transitional provisions 1 and 2. Two changes to the amendment of the election in Sections 114 and 144 are also included. In the first, the phrase “run for reelection” is added. In addition, another ‘correction’ in the amendment of workers in Sections 326. And finally, the elimination of the amendment of the Ombudsman.

According to Cayambe, the changes were a request of citizens who participated in the talks. For example, in the case of the Ombudsman, people felt that this institution must protect the rights in all functions, not only in the judiciary, he said.

He also contended that in the case of the reform of the workers, they requested to ratify the right to strike and of unionization in the public sector. “We have confirmed the ILO Convention 151, which guarantees the right to unionize,” he explained.
