Fernando Cordero didn’t know about purchase of Condorito magazine

On November 20 of last year, the Ecuadorian Institute of Social Security (IESS) granted, by a special scheme, the acquisition of two million copies of the magazine Condorito to Vanipubli s.a. / editorial Televisa Ecuador. In accordance with the public procurement portal, the budget was $200,000 plus VAT.
However, last Monday, 76 days after being granted, Fernando Cordero, director of the Board of Directors of IESS, said trough Twitter that the process had not been authorized by the General Directorateof the Board and that it would be suspended.
Despite the fact that in one of the recitals to the resolution RES-27-DNA-13 (allotment Act), is stated that: The National Director of acquisitions… sent the documentation of the process for the knowledge of the Director-General…”
The material included a campaign of dissemination of services of health, pensions, risk prevention at work and rural social security with the characters of Condorito.
Meanwhile, one of the peculiarities of the process, is that the presentation of the basis for the recruitment, reception, analysis of proposals and the award of the same was made in 24 hours, between the 19th and the 20th of November, 2013, as provided in the timetable proposed by the IESS.
The execution time was eight (working) days starting from the signing of the contract. Neither the IESS, nor Vanipubli S.A. / editorial Televisa Ecuador have referred to the subject.
