Fund Law is a priority in the Assembly
After the legislative recess, the Alianza PAIS assemblymen will continue analyzing the project to transfer the management of 54 pension funds of retirement and severance to the Ecuadorian Social Security Bank (Biess for its Spanish acronym). Among assemblymen of the opposition is criticized the speed of the process for the approval of this project, which is not among the laws of the legislative agenda laid out in 2014, but it proceeds with more agility than others.
This project proposes to transfer about $ 930 million to the Biess and was presented by Hólger Chávez (AP) in November 2012, but the Legislative Administration Council denied it in April 2013. In May 2014 he resubmitted it and on 25 July, the government majority approved the report for first debate.
The next day, the General Assembly Secretariat distributed the draft and the same day, by order of President Gabriela Rivadeneira (AP), the call to the plenary for the first debate was made, which ended that same day.
In the plenary, Cristina Reyes (PSC-MG) added that the speed with which the state seeks to pass this law responds to its economic necessity to inject resources.
Fausto Cayambe, AP block coordinator and member of the Commission, noted that all projects that have entered to the table have been released and sent to the plenary. “We have not put the accelerator, we have discussed (the project) according to what determines the Law on the Legislative Branch (…) we will be back and we will summon all (funds) not only managers, but also participants”, he added.
Rivadeneira declared that it is expected to process the law in the second debate later this month.
