In prison there would be pressure for prisoners to support a rebellion
Ecuadornews:

The inmates of the Penitenciaría del Litoral who live in pavilion 7, the area where those suffering from tuberculosis are being held, are worried and their families implore for a real intervention.
Although this Thursday outside the jail the atmosphere was calm, since there was no line for visits (they have been suspended since May 30 when six prisoners were murdered) and there were a few mothers talking.
They had met outside the Penitentiary to organize themselves and warned that they were willing to go on hunger strike in that same place. They indicated that their relatives would take almost a month without medication or medical attention. The mothers assured that from the emergency the doctors do not enter the prison.
So they assassinated alias ‘el Cubano’ in the Regional Deprivation Center
But his biggest concern is that on Wednesday night, inmates of ward 7 would have been visited by those who now, after the deaths of recent weeks, would command the gangs that are in the penitentiary center that has more than 13 thousand inmates.
“They went into the pavilion and told them they need people to rebel because there is a new director,” said the mother of one of the prisoners suffering from tuberculosis.
She talks constantly with her son, because she says that, like most of the inmates, her son has a cell phone and thus receives news of his health.
She has not seen him in almost a month and although in the Penitentiary yesterday there was a paper that indicated that the visits would be resumed this weekend, she does not believe that this happens.
Four gangs fight bloody prison wars for leadership
He assured that his son and his relatives refuse to participate in the riots but say they are afraid and assure that they are prepared to support those who command their pavilion.
This happens in the most populated prison in the country where, since the state of emergency was decreed, on May 16, eight people have been murdered (shot, beaten and incinerated).
In the Regional Center, attached to the Penitentiary, where the leader of the Cubans band, William Poveda, was assassinated and incinerated, the military and police surveillance was intense.
On the subject and at the same time that the mothers were meeting outside the Penitentiary, in the Blue Room of the Simón Bolívar Air Base there was the second session of the cabinet on the subject of security.
In the meeting was President Lenin Moreno, who received a report on the situation and after meeting with the representatives of various ministries and the Armed Forces, announced that they resolved three important points to address the prison crisis in the country.
It would begin by requesting the judges that their decisions do not interfere with the work of the Secretariat of Social Rehabilitation. He argued that security would be improved by acquiring technology for which, according to Edmundo Moncayo, the new director of Rehabilitation, $ 27 million would have already been allocated. It was indicated that the issue of the feeding of prisoners was part of the priority resolutions.
The action plan to deal with the emergency had to be drawn up yesterday, but there is no application date. Moncayo said that they will not back down or give a truce to the bands. (I)
Three resolutions
1. Judicial support
The Ministry of the Interior will request the Judicial Council that the resolutions of the judges not interfere or contradict the disciplinary decisions of the Secretariat that manages the rehabilitation of the penitentiary.
2. Technology
They would get cutting-edge technology; camera, scanners and control elements that allow information and prevent acts of violence. At this point there was talk of improving the diet of prisoners.
3. Reclassification of PPL
Those deprived of liberty will be classified according to their degree of danger, their behavior, the crime for which they are incarcerated and the time of condemnation that they still have to comply with.
Crimes
William Humberto Poveda, alias El Cubano was killed on Tuesday at the Regional. He was the leader of the Cubans band. He had 13 arrests for several crimes, including the murder of a former prison director. Since the death of Poveda, two men have been gunned down in Guasmo, the area where Poveda lived. The residents assure that these would be responses to the death of the leader of the Cubans. (I)
