Jaime Nebot defends his position on charging dredging tax
Jaime Nebot , Mayor of Guayaquil , said that the Municipality will not charge a fee for the port dredging of Los Goles rock. This, based on the argument that the Port Authority of Guayaquil (APG) seeks to avoid the collection of a municipal fee.
Last April 30, through a letter, Juan Carlos Jairala, APG Manager, questioned the ordinance that regulates the tax collection to vessels that navigate trough the external channel access of the port once it is dredged 11 meters at low tide.
According to the official, “this does not conform to the Constitution of the Republic, because it implies the competition in that area by the Municipality, affecting the exclusive jurisdiction exercise the Government has in this strategic area”
Concerning the questioning of Jairala, Nebot added, “they say Los Goles rock removal is unnecessary, and that absurd does not withstand scrutiny, it is enough that private shipping companies, owners or lessees of international vessels have expressed they will pay a rate because they know the magnitude of this work “
