Leonardo Escobar: With decentralization we will provide services and employment

Leonardo Escobar says he has received the offer of eight political parties to be a candidate in these elections; finally he was decided by Adelante Ecuatoriano Adelante for his friendship with the entrepreneur Álvaro Noboa, who is its founder. But that does not affect his relationship with political leaders with whom he also has closeness, such as Lucio Gutiérrez and Abdalá Bucaram, whom he accompanied in their governments. Escobar claims to have a diagnosis of the situation in the province raised with the help of analysts and academics; based on this he elaborated his work plan.
What are the main problems of the province?
We have everything: environmental (pollution of rivers), social (rural education, single mothers, sports), road.
What do you propose?
First, I will decentralize the Prefecture, camps will be set up with machinery, trucks, and technicians and there will be agreements with the mayors’ offices, the academy, the NGOs. One in El Empalme, which covers Isidro Ayora, Lomas de Sargentillo and Nobol; Daule, which covers Santa Lucia, Palestine, Colimes and Balzar, the rice route; in Milagro, for Yaguachi, Jujan, Simón Bolívar, Marcelino Maridueña, Naranjito and El Triunfo; the sugar route; and another in Naranjal, which is the route of cocoa and crab.
What do you achieve with that?
With that we will provide services, neighborhood roads, primary, secondary, dredging, help the farmer and peasant women. We managed to get the people from these places to settle there and not move to Guayaquil, there will be own workers in those places and jobs will be generated. With that we fight hunger, which produces insecurity and that is why the rural people leave the city. We will also remove the Prefecture from downtown Guayaquil.
What else does it pose?
Another important issue is the concern for the peasant, agricultural, livestock and extramural families of Guayaquil. Reading the Constitution and the laws corresponds that to us; In addition, the prefect must have creativity.
What will this attention be like?
Too easy. With our vice-prefect María Teresa Puente we have coordinated to take care of that. There will be an exclusive department for that, starting with the mother of the family. As well as sports talks or equine therapy, women will be trained. This results in another point.
Which one?
The generation of employment. Look, the attention to the farmers will make the children of the farmers do not come to the big cities. We are going to give the ten best university students of the agricultural sector ten hectares for each one in loan, managing loans with BanEcuador; to the ten best students of agricultural colleges; to the ten best farmers in the agricultural centers. That will be the first work of the Agricultural Center of the Prefecture that we will create. It will be in the first semester. All these are not words, they will be works. I, as an agronomist, will personally take the agricultural part.
What will the current administration keep?
