Loja authorities ask for a return of $ 63 million for irrigation plan

The Finance Minister, Carlos de la Torre, appeared Tuesday before the Autonomous Government Commission of the National Assembly, to explain the transfer of resources for the Immediate Plan of Irrigation. In the session, the assembly members for Loja, Rubén Bustamante and Raúl Auquilla, as well as Rafael Dávila, prefect, asked the Minister of Finance, the return of more than $ 63 million that this plan owes to the province as of 2008.
Dávila explained that in 1974 the tax of 1% of credit operations was created, whose revenues were destined to different beneficiaries, among them for the irrigation of the province. According to Auquilla of that 1% of the tax on credit operations, 12.5% was for the Immediate Risk Plan.
With this, in 2008 Loja was allocated more than $ 11 million. In that year that norm was repealed, but the Law of Creation of the Financial Security Network was born. In the second general provision, explained Dávila, it was arranged that these resources will be replaced with resources of the General State Budget, for a value equivalent to at least the one assigned in 2008 and would be adjusted annually according to the Gross Domestic Product deflator. But, he said, they have been minor.
In 2008, according to Gabriel Iza, deputy minister of Fiscal Relations, some $ 10 million was delivered, but for Auquilla that figure was close to $ 12 million. With that calculation, for him, Loja should have received more than $ 109 million so far, however he has received about $ 46 million, so there is a debt of more than $ 63 million. Minister De la Torre said that the figures will be corroborated and for this he asked that it be done in conjunction with the legislators, then they will review the regulations and a resolution will be taken.
