Parish boards pose reform
The proposed constitutional amendment that parochial governments will arise in the Assembly, consists in that the prefects are elected only by the rural population in sectional elections to “be more committed” to fulfill the tasks towards this sector.
According to Bolívar Armijos, president of the National Rural Parish Council of Governments of Ecuador (Conagopare for its Spanish acronym), the reform request is because they believe that the work of the Prefecture is “exclusively in the rural sector”.
The prefect of Guayas, Jimmy Jairala (CD-AP), said that the adoption of the reform should change the full integration of the Provincial Council, without the presence of the mayors or their delegates.
However, he clarified that such reform would subtract “legitimacy” to the charge, because “it would be reduced to serve in Guayas just 29 parish boards, wich in a brief overview, represents 15% of the population”.
