Pre-legislative consultation on draft land law is in doubt

It is unknown so far whether the draft law only concerns lands or lands and territories; in addition to a pre-legislative consultation process will be o not required before its approval in Plenary of Assembly.

Mauricio Proaño (AP), Vice President of the Commission on Food Sovereignty, affirmed that the discussion on this topic is still standing and only if the territories are considered there would be a pre-legislative consultation, even when he advanced his conviction that the territories “have a very strong closeness with the communes.”

 The Alianza PAIS block (PA) also has plan on formulating a Law of Communes and there are voices within the ruling party claiming to include the territories. But for some indigenous sectors it is essential that the law comprises lands and territories and a query is performed.
