The arrest warrant against Dalo Bucaram Pulley , his wife, Gabriela Pazmiño and his younger brother Michel Bucaram , feed the evidence of the alleged participation of the Bucaram family in the corruption cases caused by the health emergency.

The investigation by the Task Force revealed that the Bucaram were related in various ways to the sale of supplies in the hospitals of the Ecuadorian Institute of Social Security ( IESS ).

Marco Guerra , judge of the Judicial Unit of Criminal Guarantees in Guayaquil , accepted the request of the Prosecutor’s Office , to arrest the three citizens for investigative purposes.

Salcedo had an arrest warrant and tried to escape carrying false documents. The accident cut his plans, since after being hospitalized for the wounds, he was expelled from Peru and transferred to Guayaquil, under police protection.

An old friendship

In previous statements, Dalo Bucaram acknowledged having a friendship with Salcedo ; He recalled that in 2017 he received his help for the presidential campaign  and they have even held family reunions.

To this is added that Dalo and Pazmiño arrived at the businessman’s house, where they remained for several days. That friendship is also reflected with his brother Michel, who is a shareholder in the company Sabupi SA, together with the show host Emilio Pinargote.

According to the Superintendency of Companies , the firm signed with a capital of $ 800. Bucaram has invested $ 268,000, while Pinargote and Salcedo disbursed $ 266,000 each.

This is one of the firms investigated by the Prosecutor’s Office . Its name was created by the initials of the owners Sa (Salcedo), Bu (Bucaram) and ( Pi ) Pinargote.

According to the page of the Superintendency , the commercial activity of Sabupi SA is the “commercial exploitation of businesses in the gastronomic sector in all its branches”. Among the novelties of the firm, its RUC does not appear in the Official System of Public Procurement as a State supplier entity.

The businesses that also point to Pazmiño

The arrest warrant directed at Gabriela Pazmiño is linked to the ex-legislator’s close relationship with the Ecuadorian Roldosista Party ( PRE ).

As background , it can be mentioned that the General Comptroller of the State detected that between 2012 and 2019, the Llerena Candela family received 46 contracts for $ 7.7 million in IESS hospitals . One of the family members is María Gabriela Llerena, wife of Jacobo Bucaram.

The comptroller agency also put in the spotlight to Jorge Henriques Aguilera , who was head of Public Procurement of the h ospital Teodoro Maldonado Carbo.

In 2018, Henríques immediately approved, without analyzing processes, the purchase of nearly $ 5 million in medical supplies . Henríques served as an advisor to the then Assemblyman Dalo Bucaram Pulley. He also served as treasurer of the PRE and was an alternate Assemblyman for Pazmiño in 2011.

Pazmiño and his absences

Gabriela Pazmiño, wife of Dalo Bucaram and ex-Assemblywoman for the Ecuadorian Roldosista Party , has also been involved in disputed events during her career as a legislator.

In 2011, Alexis Mera, a fugitive from justice , who was the legal secretary of the Presidency in the Rafael Correa regime , issued a letter to Fernando Cordero , president of the Assembly.

In the letter, he indicated that Pazmiño was committing the crime of embezzlement by collecting salary as a legislator and receiving income from TC Televisión, a channel seized by the State.

Mera attached a Human Resources report from the television station that detailed that the legislator went to the media from Monday to Friday from 11:00 to 18:00, to record two programs and received $ 11,000. In addition, Pazmiño received a monthly salary of $ 2,500, despite the fact that the legislator did not attend the Assembly , in breach of paragraphs 2 and 6 of article 110 and article 113 of the Organic Law of the Legislative Function.
