Technical units and parliamentary immunity between reforms of the Legislative Function
The content of the reform of the Organic Law of the Legislative Function, proposed by the President of the Assembly, Gabriela Rivadeneira, was until yesterday morning, unknown to some delegates of the ruling party and opposition.
The text was forwarded by Rivadeneira, as Assemblyman, to the first vice president of the Assembly, Rosana Alvarado, on April 21 and was backed by 15 of the 100 legislators who Alianza País has as its block, so that National Assembly could treat it.
Among the 43 articles of reform, Rivadeneira posed consolidate the technical units of the Assembly, as are the legislative and parliamentary immunity.
Concerning technical units, the proposal encourages the Technical Unit on Oversight and Political Control, be an advisory body of the President of the Assembly and not from the Commission itself.
While for the parliamentary immunity, changing the text stresses that the assembly will not be criminal or civilly responsible “by their own acts of parliamentary activity”.
