Executive Decree 888, which provides for the transfer of the headquarters of the Executive Function from Quito to Guayaquil, also provides for the restriction of free transit and mobility in the following terms: it may not be circulated from 8:00 p.m. to 5:00 a.m. from Monday to Sunday, in areas adjacent to buildings and strategic facilities such as State Functions buildings and “others defined by the Joint Command of the Armed Forces”.
The Government decreed a national curfew from 20:00 to 05:00
The provision is made during the state of emergency, according to the needs established by the Ministry of Government and the National Police to maintain internal public order and, if necessary, establish safeguards.

“The National Police and the Armed Forces will be responsible for complying with this restriction, for which they are authorized to, in the framework of their functions, apply the corresponding procedures in the exercise of their legal powers and constitutional guarantees.”
