The Interpol issued a blue alert against the fugitive Alvarado

On Saturday, former Secretary of Communication Fernando Alvarado mocked the national authorities and left his security shackle – placed as a preventive measure by corruption investigations against him – in a Quebrada de Quito. There were no alerts, nobody reported the event, nobody assumed responsibility.
The Government acted responsively and promised actions that have not yet materialized. Yesterday, at a press conference, María Paula Romo (Minister of the Interior), Paúl Granda (Minister of Justice) and Andrés Michelena (Secretary of Communication) promised precautionary measures, dispossession of property and new investigations. Of course, before, they need the judicial function to specify, for example, the alienation of the assets of close relatives of the strong man of Correa.
The central question, however, was not answered: how did Alvarado escape? Officials repeated that the shackle did not fire alarms to notify that it was abandoned. Nor was an alert activated when it was hours in a ravine. Or at least, no official noticed it.
Moreover, it was Alvarado himself who notified that he left the device. The systems did not detect irregularities. That, Granda promised, will be investigated.
The activist Fernando Villavivencio says that the device is articulated with 911 and the Police. “As soon as I wanted to cross the provincial border, the police intercepted me,” recalls the journalist, who was forced to use the shackle, when he was prosecuted by the regime of Rafael Correa.
The fugitive confirmed to EXPRESO that he is not in the country and that his lawyer will report news. The Government, however, does not accept his departure from the country.
The preventive measure, in crisis
Granda avoided criticizing the behavior of the judicial authorities, but acknowledged that it may be a mistake to deliver measures such as the shackle to people who are at risk of flight. Alvarado is an example. He hopes that the situation allows the authorities to reveal his system.
Romo announced, however, that after the hearing in which the order of imprisonment for Alvarado is dictated, he could be included in the list of “Most Wanted”. (I)
