On Wednesday night the facts of the outcome of the revolt of September 30, 2010, which left five people dead, 274 wounded, about 300 sentenced and trials that are still open, were reconstructed.
11 days after eight years of the police revolt on Thursday, September 30, 2010, the actors and inhabitants of the vicinity of the Police Hospital, on Av. Mariana de Jesus, in the north of Quito, the night of Wednesday, the moments experienced by the remembered 30-S were revived. The cause was the reconstruction of the facts of the rescue to the then president of the Republic, Rafael Correa.
Judicial diligence ordered by the prosecutor Fabián Salazar, within the investigation process of the death of police Froilán Jiménez, one of the five deceased. The tranquility that prevails in this residential area, and medical offices, was altered, although this time from 19:30 was closed traffic.
“It is necessary to tell us where they were and in command of who they were”, were the first provisions of Prosecutor Salazar to the seven officers of the Army Special Operations Group (GEO) who led the rescue operation and the commander of the operation, Gral. Luis Castro. It was close to 7:40 pm and the prosecutor, who is investigating the alleged crime of extrajudicial execution, was informed that the 56 volunteers or troop personnel who participated in the rescue operation did not attend the meeting.
There were about 200 people summoned, between police and military, who signed their attendance and were given a list. Immediately each one took a position on the site that was the 30-S, this time for the reconstruction of the facts with the intervention of a dozen experts.
Castro were taken to the Criminalistics Department to render their version. According to Wilson Velasteguí, Castro’s attorney, his client, on the night of September 30, he “had no visual control” of the moment of the shooting, because he was crouched between the Quito Regiment and the Police Hospital.
In addition, he was not armed and only had his radio to give orders. From a corner in the exterior of the health house, where were assigned about 30 journalists present in the diligence, it was observed how the facts were reconstructed, the participation of each one and the different moments.
The clock marked 21:00 and the thermometer 12 degrees, when there was the recreation of the most important event, the departure of former President Correa Delgado from the hospital, guarded by about 20 soldiers.
A black Toyota car, replaced the Nissan Patrol of the original day. Among those who guarded the car, a policeman made Froilán Jiménez, the bullet impact he suffered, the moment he fell, the help received and his death. This reconstruction took more than an hour. “From this expertise it is expected to define who was the author of the shot that killed Jiménez’s life,” said Edwin Romero, a lawyer for the deceased’s family.
The Office of the Prosecutor also conducted an expert in 3D and one of the trajectory of the bullet that killed Froilán Jiménez. To do this, the location of each of the actors was analyzed. Paúl Ocaña, a lawyer for five of the officers in charge of the operation, said that “they did not shoot and that they are not prosecuted.” When midnight arrived, gradually the actors of the day had left the place after fulfilling their participation.
The few remaining journalists, cameramen and photographers were the last ones to leave the place once there was authorization and the vehicular traffic was reopened in Av. Mariana de Jesús. (I)
